39 states, the District of Columbia and the U.S. Virgin Islands — 41 out of 53 education departments in the United States report ongoing teacher shortages.
Many states education departments in the U.S. report subject matter vacancies in areas such as physical and special education and science, technology, engineering and mathematics (STEM). Moreover, as many students immigrate to the United States from other countries and begin learning English as a second language, states with a large English language learner (ELL) population are desperate for English teachers.

Paul loves the Philippines and considers the nation his home outside the United States and will fight fiercely as an advocate for Filipina professionals to ensure they are not scammed (as recently occurred by Garland Independent School District in Texas, where Filipina teachers were lied to about a visa program and taken advantage of, being made to live in horrible cramped rooms and charged $2,400 a month in rent, well above the market rate).
